GENERAL GUIDELINES AND POLICIES
• Practices awarded points shall meet Field Office Technical Guide (FOTG) standards and specifications. Existing practices that meet FOTG standards are not eligible to receive points.
• All practices awarded points shall be planned in the contract when the participant’s application is accepted.
• Practices that address resource problems caused by equine are eligible for EQIP as long as the participant meets the producer and land eligibility criteria as defined in the Conservation Programs Manual, 515.61 and 515.62. Area conservationists are to be consulted in all questionable cases before ranking an applicant involving equine.
• The “primary practice” receives points only. Components or companion practices do not receive points in the ranking criteria. See Appendix A for guidance in determining the primary practice.
• Cost of practices on the contract will be consistent with the estimate on the ranking criteria to facilitate the funding and allocation process. If there is a difference during contract development, the application will have to be re-ranked to determine if it remains eligible for funding. Justifiable increases or decreases may be made through modifications after the contract has been approved.
• The RMS level is not required on EQIP acreage. Only the practices eligible for EQIP cost-share shall be included on the EQIP schedule of operations AD-1155.
• No “buy-down” provisions apply to 2006 EQIP
• Non-cost share practices and/or practices planned under other programs are not eligible to receive points for the EQIP offer.
• Prescribed Grazing, Nutrient Management, or Stripcropping are not eligible if the applicant has an existing or past EQIP contract containing the same incentive practice. (Person driven, not land driven.)
• Please remember that you are not to plan, design or build conservation practices above your Engineering Design Authority level. You should request specialist assistance as needed. Please be especially careful when planning practices such as Streambank and Shoreline Protection.
