Executive Summary

PURPOSE:

Kentucky is proposing to reduce Service Centers from 95 to 54, shifting personnel to more efficiently manage mission requirements. Proposed Service Center locations are based on workload and coordination with our conservation partners.

BENEFITS:

● Annual Cost Savings of $500K+
● Increases productivity. Service Centers will be staffed to operate from a Team Approach. Teams will specialize to focus on farmbill workload.
● Strengthens the partnership. NRCS will still have 120 delivery points as a result of Districts maintaining offices in all counties.

DOWNSIDE:

● It is a new way of doing business. There will be growing pains. Kentucky NRCS managers will have to implement the plan and tweak it to ensure workload and scheduling goals are met.
● Districts are comfortable with a designated staff located in their county, and will need time to adjust.

WHAT IT MEANS TO NRCS STAFF:

● Current series and grade will be maintained.
● GS-12s will supervise more GS-11s, which will reduce the span of supervisory control for our three Area Conservationists.
● No Adverse Impact. There is no adverse impact, although some employees will be traveling further to their duty station. Of the 239 personnel that are currently on board, 51 personnel (21%) will be reassigned from one location to another.
● BRICKS AND MORTAR versus EMPLOYEES - Emphasis is on maintaining current personnel numbers. Bricks and Mortar will be reduced to ensure KY maintains the same level of Technical Assistance (employees and TSPs).
● Staff will have to adjust to a new way of doing business.

WHY WE SHOULD IMPLEMENT THE PLAN:

It is a good business decision. The plan matches personnel to workload, and budget. With reduced budget projections it’s a necessity. NRCS in Kentucky can do a better job of program delivery by implementing the plan.
